PORT-AU-PRINCE – A transitional council created to restore democratic order in Haiti signed an agreement on Sunday that fires the country’s interim prime minister, Garry Conille, and replaces him with Alix Didier Fils-Aimé, a businessman who had previously been considered for the position.

The decree, which will be published Monday, was provided to the Associated Press by a government source. It marks even more upheaval in an already difficult democratic transition process for Haiti, which has not held democratic elections in years largely due to rising levels of gang violence plaguing the Caribbean nation.

The transitional council was established in April, tasked with electing Haiti’s next prime minister and cabinet with help that would help quell the unrest in Haiti. But the council has been plagued by politics and infighting, and in October several council members faced corruption accusations.
