Ellicott City man and Boy Scout leader

ELLICOTT CITY, Md. — An Ellicott City man who is a Boy Scout leader has been accused of sexually abusing a teenager.

The abuse is unrelated to his role as a Boy Scout leader at Our Lady of Perpetual Help in Ellicott City, where he has worked for the past five years.

Howard County Police note that they are releasing that information “due to its proximity to minors, and while there is currently no indication that there are additional victims, I encourage anyone with different information to come forward.”

James Alan Soltysiak, 56, is charged with second-degree rape, sexual abuse of a minor and second-degree assault. He is currently detained without bail.

The abuse allegedly began in May. The victim disclosed the abuse to a trusted adult in mid-October and Soltysiak was arrested last week, police said.

There are currently no signs of additional victims, but police encourage anyone with information to contact police at 410-313-STOP or [email protected].
