While Rodney was arrested, the last moment is a gasp before it’s revealed that he didn’t actually go to prison until some time after that. While the woman he took was safe, this story was neither finished nor happy. Anna Kendrick addressed that creative choice to end with a gasp and its meaning with Tudumsaying:

As incongruous as it may be, that’s (Stephen) Sondheim. That’s the chord that resolves at the end of Into the Woods, and then a final “wish” plays. Because there’s no perfect resolution: that character has survived, but it’s not as simple as “he’s going to be okay now.” Their goal is, at the very least, to evoke dissonance.
