Dad killed by tree branch was ‘an incredible man who died senseless’

An HSE investigation found that a large branch had fallen from the tree in September 2019.

But no investigation was carried out to see if the tree posed a future risk.

Hall’s son Sam said the last four years had been “a long, painful road, a road we never wanted to be on.”

She added: “Losing Dad was losing my life and my strength. I miss every bit of him: his laugh, his wisdom and the adventures we shared.

“Our trips ignited a passion in me, but now every trip feels bittersweet without him.”

HSE Inspector Lorna Sherlock said: “This was an absolutely tragic event which caused the death of a much-loved husband and father.

“If this public area had been managed better, this death could have been avoided. No lessons were learned from the falling tree branch less than a year earlier.

“Cheshire East Council had not adopted a formal overall strategy to manage risks from trees in public places since it was formed in 2009.

“There was no general and consistent risk identification process that led to the zoning of trees in all frequently accessed public areas.

“Fiona and the family have shown great courage and strength throughout their ordeal.”
