Governor Healey recommends 6 pardons

Gov. Maura Healey on Wednesday sent six new potential pardons to the Governor’s Council for crimes ranging from theft to workers’ compensation fraud.

In submitted letters obtained by the News Service, the governor noted in each case that the pardon was supported by a vote of the Parole Board, acting in its capacity as the Pardon Advisory Board.

Healey recommended official pardon for:

  • Robert Tober (theft)
  • David Palazzo (insurance fraud, possession of a class B substance, workers’ compensation fraud)
  • Anthony Tindal (possession with intent to distribute marijuana)
  • Mynor-Deane Martino Boland (operating a vehicle without a license, marijuana OUI, possession of marijuana, telecommunications fraud, unlawful possession of a telecommunications system)
  • Richard Barnes (three counts of breaking and entering and theft)
  • Kira Pareseau (assault and battery, misdemeanor malicious destruction of property, drug possession, two counts of theft)

In Pareseau’s case, the Parole Board had recommended a conditional pardon, a path Healey pursued Wednesday. The governor presented a pardon for Pareseau “on the condition that he not obtain a firearms license.”

Final approval of clemency decisions now falls to the elected Governor’s Council, which has a meeting scheduled for next Wednesday, November 13. (See the results of this year’s Governor’s Council elections, here.
