St. Paul man, 64, killed fellow apartment resident, 70

A 64-year-old man is accused of fatally stabbing another resident of his apartment building in St. Paul after they argued over money, according to murder charges filed Monday.

Lester Haynes died Sunday night. She was watching football with friends when Robert L. Ramsey arrived at her apartment. The argument over money “became physical and the two men fought,” a witness told police about the homicide at Dale Street Place, 313 N. Dale St., just off Interstate 94.

The criminal complaint provides the following information from the Ramsey County Prosecutor’s Office:

Hallway surveillance video showed Haynes pushed Ramsey out of his apartment and the fishing rods fell to the floor. The two men grabbed each other’s clothes. Haynes had an object in his hand and tried, unsuccessfully, to hit Ramsey with it. The object fell to the floor after Ramsey “twisted and threw” Haynes into a door across the hallway from his apartment.

Ramsey held a knife with a long blade and slammed it into the side of Haynes’ face, making contact. Ramsey pushed Haynes with his left hand and stabbed his right torso as Haynes fell to the ground.

Haynes grabbed Ramsey’s legs as he sat on the ground. “Ramsey repeatedly attempted to stab (Haynes) in the neck and upper torso with the knife, but the blade of the knife was no longer attached to the handle,” the complaint states. “(Haynes) fell on his back. “When (Haynes) sat down, Ramsey stomped on (his) chest with his left foot, knocking him backward.”

Ramsey backed away from Haynes, and Haynes crawled to his fishing rods and grabbed them. “Ramsey turned and viciously kicked” Haynes in the head and left him lying on the ground, the complaint continues.

Officers were called to the apartment building on Sunday around 6:15 p.m. St. Paul Fire Department paramedics transported Haynes to Regions Hospital, where he was pronounced dead at 6:55 p.m.

An autopsy found that Haynes died from a stab wound to the chest. He suffered a laceration to his cheek.

Police arrested Ramsey at his apartment Sunday night. He had a Band-Aid on his thumb, “but investigators saw no other injuries to his face or neck,” according to the complaint. He did not give a statement to the police.
