The deceased Spaniard has been identified locally as Francisco Quesada, 44 years old.

His neighbor Ruth Rodríguez, who found him after searching for him with family and friends, said she had begun looking after him missing shortly after sending her videos of the Turia River overflowing near her home.

She told local press: “No one from the security forces found him, it was us removing mud and debris.”

The mayor of Pedralba, León, added: “We have not received any help. Thanks to all the volunteers who are arriving we are becoming almost self-sufficient.
