NCPCR calls for suspension of funding of Madrassas Akhilesh Yadav comes true

The National Commission for Protection of Child Rights (NCPCR) has called for a stop to state funding of madrassas unless they comply with the Right to Education Act.

In her latest report entitled ‘Guardians of the Faith or Oppressors of Rights?’ The child rights organization said religious institutions operating outside the purview of the Right to Education (RTE) Act, 2009 were having a negative impact, PTI reported.

According to the report, the exemption for madrassas from the RTE Act has prevented children attending these institutions from receiving quality education.

Citing Articles 29 and 30 of the Indian Constitution, which protect the rights of minorities to preserve their culture and establish educational institutions, the NCPCR alleged that the provisions have inadvertently led to discrimination against children in madrassas, who miss out on formal education which is mandated by the RTE Act.

The report also highlighted that the madrassaswhich one focus primarily on religious education, but do not provide the necessary components of formal education one like that as adequate infrastructure, well-trained teachers and good academic curricula.

Agencies, where madrassa students were entitled to textbooks, uniforms and access to midday meals schedules, are also mentioned in the report.

The report has recommended a series of measures, including ending state funding to madrassas and madrassa boards unless they comply with the RTE Act.

In addition, it has also recommended expulsion of non-Muslim students from such religious institutions as their inclusion violates Article 28 of the Constitution, which prohibits the imposition of religious education without parental consent.
