Message from the mayor | Capitola’s commitment to youth empowerment in local government – ​​Santa Cruz Sentinel

The City of Capitola is committed to strengthening the connection between our youth and our city government. I am proud to share several recent and ongoing initiatives that reflect our spirit of collaboration and dedication to youth engagement. These projects not only enrich our community but also empower our young residents to have a meaningful voice in shaping our city.

A recent highlight of this collaboration is the Soquel United Elementary School District and City Joint Beautification Project. This initiative originated from the vision of Ann Wilson, a renowned district educator, who recognized the potential of the concrete wall on Washburn Avenue as a canvas for public art. The goal was to turn a blank wall into a vibrant space that would showcase student art while deterring graffiti.

The project moved forward after discussions between city and district staff, and a budget commitment from the City Council. The school district also contributed approximately $50,000 from its Expanded Learning Opportunity Grant to fund the initiative. Students produced high-quality themed tiles celebrating the beauty of Capitola, with design and organization handled by school district staff. The final installation, completed during the summer and fall of 2024, was overseen by retired art teacher Roy Segura and Steve Cartwright, director of Maintenance, Transportation and Operations at Soquel Union Elementary School, with Public Works Supervisor Matt Kotila coordinating the painting of the background wall. . Residents are encouraged to visit Park Avenue to view this collaborative, student-driven artwork.

Beyond beautification projects, Capitola is also committed to empowering youth voices in local governance. The “Mayor for a Day Essay Contest” invites elementary, middle and high school students to imagine themselves as mayor and present their ideas to the City Council. Recently, the Council heard from primary winner Isabella Anne Robinson-Moreira, who shared her thoughts on traffic safety, school start times and public safety. The winner of the high school essay contest will soon have the opportunity to present their vision during our meeting on November 14, offering the community a glimpse into the aspirations and ideas of Capitola’s youth.

The city has also opened doors for young people to become more deeply involved in civic affairs by serving as non-voting members on various advisory bodies. This opportunity is available to those who live within the Soquel Union Elementary School District or attend Soquel, Harbor, or Aptos High School. Youth members, who serve one-year terms with the option to run again, participate in meetings alongside adult members and bring new knowledge to city debates. For members under 18 years of age, participation requires the accompaniment of an adult.

In another effort to ensure youth participation in city affairs, Capitola has launched the Youth Liaison Program in partnership with United Way of Santa Cruz County Youth Action Network. This program invites high school students residing in Capitola to collaborate with City Council members and other local leaders. Youth Liaisons play a crucial role in bridging the gap between city leadership and the younger generation, ensuring that youth perspectives are incorporated into decision-making processes. Councilor Joe Clarke and Deputy Mayor Yvette Brooks act as mentors to the youth liaisons, providing them with guidance and support.

Capitola is committed to encouraging youth participation and promoting a sense of ownership among young residents. Through art, leadership programs and civic engagement, the city is laying the foundation for our city’s future leaders while enriching the community as a whole.
