Lebanon files complaint against Israel with UN labor body over deadly pager explosions, minister says

GENEVA (AP) — A Lebanese government minister said Wednesday that his country was filing a complaint against Israel with the U.N. labor organization over the series of deadly attacks involving the explosion of pagers, saying workers were among the dead and injured.

The mid-September explosions were widely blamed on Israelwho has neither confirmed nor denied his participation. the explosions killed at least 37 peopleincluding two children, injured more than 3,000 and deeply disturbed even Lebanese not affiliated with Hezbollah.

Lebanese Labor Minister Moustafa Bayram said he traveled to Geneva to formally present the complaint against Israel to the International Labor Organization, a large U.N. agency that brings together governments, businesses and workers.

Bayram said the casualty count was even higher than initially reported, stating that “more than 4,000 civilians fell, martyred, wounded and maimed, in a few minutes from this attack.”

“This method of war and conflict can open the way for many who are evading international humanitarian law to adopt this method of war,” the minister told reporters at the UN complex in Geneva.

“It is a very dangerous precedent, if it is not condemned,” he said. “We are in a situation where common objects, objects used in daily life, become dangerous and lethal.”

Speaking in Arabic, Bayram insisted that ILO conventions guarantee the safety of workers, who “were at their workplace and suddenly their pagers or walkie-talkies exploded,” according to an interpreter.

“I don’t know where the result (of the complaint) will go, but at least we raise our voices to say and warn against this dangerous approach that attacks human relationships and leads to more conflicts,” he added.

An ILO spokeswoman said she had no immediate knowledge of the complaint or what redress might be possible through it.
