TWO RIVERS – Two Rivers residents will have the opportunity to voice their opinions on allowing front yard gardens permanently during a public hearing on Nov. 4.

Residents have been allowed to apply for a permit to plant a front yard garden at Two Rivers for the past two years. The council started that program to see how much interest there was in planting front yard gardens and how other residents felt about it.

With a permit, vegetable gardens may be placed in front yards as long as they are planted in raised beds or containers and placed 4 feet from the front property line. Plants are also required to be kept below 3 feet in height and the garden is limited to 100 square feet of ground surface.

Now, the Dos Ríos City Council wants to listen to public opinion before making the program a permanent feature of the city ​​ordinances. Once the ordinance allows front yard gardens, people will no longer need to apply for a permit to plant vegetables in their front yard.

The public hearing will take place on Nov. 4 at the start of the City Council meeting at 6 p.m.

Manitowoc County Offers Foster Care Information Session

The Manitowoc County Foster Care Program is hosting a community information session from noon to 1 p.m. on Nov. 14 in the Franklin Street Room of the Manitowoc Public Library, 707 Quay St.

The county is looking for foster parents for children up to 18 years old. According to a news release, people interested in becoming foster parents should be flexible, open-minded and able to provide a high level of supervision.

Families, retirees, singles and couples are encouraged to consider fostering children.

All foster parents receive financial compensation, training, and support services.

Pre-registration is not required to attend the information session on November 14. More information can be found on the Foster Care Program website, manitowoccountywi.gov/fostercare.

Winter moratorium on utility disconnections begins November 1

Manitowoc Public Utilities announced in a news release that residential customers who are behind on payments are urged to make arrangements for their overdue bills.

Wisconsin statutes prohibit utility companies from disconnecting essential services to residential customers during the moratorium period, which begins Nov. 1, but they are not required to restore services to those disconnected before the moratorium without proper agreements in place. .

Customers may qualify for energy assistance through the Wisconsin Home Energy Assistance Program if their last month’s gross income is less than the federal income level guidelines. These guidelines, as well as contact information for help, can be found at mpu.org.

In-person absentee voting is available through November 3.

In-person absentee voting, also called early voting, is available at participating municipal offices through November 3.

In ManitowocPeople wishing to vote early can do so at Quay Street Town Hall from 7.30am to 6pm Monday to Friday and 10am to 2pm at weekends.

In two riversIn-person absentee voting will take place at City Hall on Washington Street from 7:30 a.m. to 5 p.m. Monday through Friday.

People’s last chance to vote will be Nov. 5 at their regular polling place. Polls will be open from 7 am to 8 pm that day.

Registration and photo ID are required to participate in voting. To register to vote, people must present proof of residency either at the city clerk’s office or online at mivoto.wi.gov.
