Declining federal inmate numbers may impact El Paso County jail budget

El Paso County commissioners will hear a presentation that could show a strain on jail funding.

The presentation was given by the Executive Directors of Justice and Community Support, according to the agenda of the Special Assembly on October 17.

The Special Commissioners meeting was canceled, but the Chief Justice stated that the presentation could take place on November 4 during the regular County Commissioners Court.

The presentation shows the combined capacity of the Downtown Jail and County Annex is 94 percent.

The prisons house around 2,500 inmates per month according to that same presentation.

The county has seen a decrease in federal inmates since 2019 according to data shown.

The filing states that in 2019 the prisons housed 829 federal inmates, but in 2024 there are only 65 inmates.

The county receives federal funds for each federal inmate housed in county jails.

The data indicates that in 2024 alone, 479 people were in prison for human trafficking, while 541 inmates were charged with participating in riots.
