Surveillance videos show moments before man was killed in officer-involved shooting

New surveillance videos obtained by FOX 29 show the moments before Philadelphia police shot and killed a man they say was armed with a gun.

Video shows three Philadelphia police vans parking behind the black van at 52nd and Woodland streets Sunday night. The agents go down and screams are heard and then several shots.

Before the fatal shooting, police say the confrontation with the 47-year-old man began about a mile and a half away, shortly before 6:15 p.m. Sunday night. A woman reported what police are calling a domestic disturbance near 54th and Chancellor streets. Police say they called 911 after the man shot at the home.

Police say the 47-year-old then carjacked a man in his black pickup truck. That man, Tony, tells FOX 29 he was on the block to pick up his friend when the passenger door opened. He says the man was nonsense and didn’t accept his money when he offered it.

“He had his hands in the air and just said, ‘What are you doing? Calm down, calm down,’ you know, and he just wouldn’t calm down,” Tony says. “When the police arrived, he still had the gun pointed and he was pointing it at everyone.”

Both police and Tony say the man tried to shoot, but was unsuccessful. Police say an 18th District officer fired shots and it is unclear if the man was hit.

Police say they then chased the vehicle to 52nd and Woodland streets, where the man exited the truck and attempted to run into the vacant lot, when an 18th District officer and a sergeant fired shots.

In another video obtained by FOX 29, bystanders can be seen running, then the man turning the corner, appearing to run with his back to the officers.

Police say the man was rushed to the hospital where he died. A firearm was recovered at the scene. Police say it is unclear whether the man was shot in the first confrontation, the second or both.

A neighbor, who asked us to use only his first name, says he is questioning the shooter.

“I didn’t have any weapons in sight,” he says. “Wherever they found him on his body, on his waist, is he okay, so what? The man was retreating, he was running away.”

Back in the neighborhood Monday, Shirlene Lewis, a member of Chosen Generation Church on the block, says she is disturbed by the shooting so close.

“It could have been a child, it could have been an old man, someone walking by and they could have been shot,” he says. “I just pray that people stay united, stop the violence, stop the killing, stop the shooting.”
