Central London pub under restrictions after man was disturbed by customers’ light giggling

New restrictions have been imposed on a plant London pub after a man who lived nearby repeatedly complained of “weak giggles and murmurs” from customers that prevented him from falling asleep.

It comes after a A single resident who lived nearby made a series of complaints about noise outside the bar between midnight and 12:45 a.m.

Michael Zelouf told the licensing board: “Imagine you have just fallen asleep and are woken up by a light giggle.

“You fell asleep again and were awakened by the murmur of a distant conversation. Would your adrenaline spike? Would it be difficult for you to go back to sleep?

“That’s what happens to me every time I’m forced to complain about leave after 12 in the morning. Every time it prevents me from sleeping before 1 or 2 in the morning. Is that acceptable?

As evidence, he presented a series of WhatsApp messages between him and the manager.

In one dated March 27, 2024 and sent one minute after midnight it says: “This is not right. Now they shout happy birthday.”

The manager responds: “We’ve moved them as best we can and we’ve told them to shut up.”

In a message dated Saturday, April 6 at 11:54 p.m., he complains that the doormen do not keep customers away or ask them to “respect the neighbors.”

The same whistleblower requested a license review against The Globe in 2022 citing excessive “ping” from beer kegs as they were transported to and from the facility.

As a result, the pub agreed not to accept deliveries before 7am

Mr Zelouf’s latest request was supported by Councilor Karen Scarborough.

She said: “We know it is a busy pub. It’s very popular… But the exterior is clearly a problem, and while there may not have been any complaints, we’ve had complaints from Portland Mansions residents (saying) that it’s getting out of hand, that it’s too loud. “

A legal spokesman for the Globe, owned by brewer Greene King, acknowledged that there were a handful of residents who had supported the license review.

But he noted that council officials said “no nuisance was detected” during multiple visits to the pub and that police had not raised any issues of anti-social behaviour.

“We say this is a good pub, it does good work and is well received… It doesn’t undermine any of the objectives of the licence… This is not a premise that deserves review,” he said.

He added: “The murmuring and occasional bouts of laughter, when did that become a nuisance? I respectfully do not accept that that can fairly be described as a nuisance.”

“There have been numerous visits from the noise team and many WhatsApp messages.

“What it really boils down to is that late at night there are people loitering on the sidewalk outside of these facilities, which this individual is complaining about.”
