Rosie O’Donnell’s daughter Chelsea Belle O’Donnell was arrested for child neglect and drug possession after police allegedly found her 11-month-old son near a meth pipe last month.

The 27-year-old was charged on September 17 with four felony counts of maintaining a drug trafficking ring, child neglect, possession of methamphetamine and THC, the latter of which is commonly found in cannabis, according to court documents obtained by In Touch. Friday.

She was also reportedly hit with two misdemeanor charges: disorderly conduct/domestic violence and possession of illegally obtained prescription drugs.

Chelsea was arrested and charged after officers visited her home in Marinette, Wisc., on Sept. 10 over a dispute she had with her boyfriend, Jacob Nelund, that prompted her to call police, the documents say.

While on the phone, dispatchers could reportedly hear a woman telling another person to “go away.”

Upon arrival, police noted that Chelsea’s pupils were “dilated” and that she was “not being honest at all.”

The officer who documented the visit also said he had been called to the home weeks earlier for a “similar incident” and experienced the same situation.

While questioning Chelsea at her home, she was found with a meth pipe in her pocket. There may be meth residue in the pipe.

After police stopped Chelsea and entered her home, they documented finding “horrendous” living conditions.

They then shockingly found a meth bong and a meth pipe “that a small child could have easily grabbed,” the police report said.

Police said they also found “a black and silver digital scale, several used bags of gemstones with white residue and a sharps container containing more used and unused hypodermic needles” under her child’s crib.

“In the bedroom, which appeared to be furnished as a (children’s) room, there were numerous used hypodermic needles,” reports a second officer.

“Several of them were covered in blood. There were old apples, trash, random tools and butane bottles on the ground, all mixed in with (the child’s) clothes.”

According to the documents, Chelsea and Nelund’s bedroom also contained a “used meth pipe and a bag of gemstones with meth in them.”

“It appeared that Jacob and Chelsea were more concerned about their drug addiction than providing (the baby) with a safe and clean environment,” an officer wrote in his report.

Chelsea was later found to be in possession of 18 grams of meth after an arresting officer noticed her “digging in her butt or her vaginal area.”

After her arrest, Chelsea’s baby was placed in the care of Nelund’s friends. Shortly afterwards she was released on bail.

The troubled mother then reportedly had another run-in with police in a separate incident on October 10, when she was apprehended.

She allegedly tried to throw a meth pipe out the window and the officer found “three used needles” in the center console of the vehicle, according to In Touch.

She was detained but first taken to the hospital, where she was found to have oxycodone, morphine and sulfate pills, plus a small bag of methamphetamine, which she had hidden in her bra.

Chelsea was arrested again and reportedly charged with possession of meth, bail jumping, possession of narcotics and other crimes.

In Touch reported that hearings for both cases are scheduled for November.

Rosie’s rep tells Page Six exclusively: “Unfortunately, this is not new to our family – Chelsea has struggled with drug addiction for a decade – we are all hopeful that she will find a way out of this deadly disease.”

The Marinette County Sheriff’s Office did not immediately return our request for comment.

Rosie, 62, and her ex-wife Kelli Carpenter adopted Chelsea as a baby.

The comedian reported that Chelsea went missing in New York in August 2015 when she was 17. The then-teenager was found four days later in the attic of an alleged drug dealer’s home in New Jersey.

“Rosie is relieved that Chelsea is back, but is scared for her daughter. She is extremely angry that Chelsea was with this man,” an insider told Page Six at the time.

“He is 25, a heroin dealer who lives with his mother.”

In October 2015, Chelsea slammed Rosie for claiming she was mentally ill when she reported her missing.

“People think I’m a crazy person and, like I said, I have depression and severe anxiety – but it’s something that’s gotten a lot better,” she told the Daily Mail at the time.

“But these were personal things and I didn’t want anyone to know them about me. I wouldn’t say I’m mentally ill; I would say a lot of people struggle with what I have.”

The following year, Chelsea was rushed to a hospital on Long Island, NY, after a reported drug overdose and was evaluated by social workers, psychiatrists and other mental health professionals.

In October 2016, Chelsea married a man named Nicholas Alliegro, but filed for divorce when she became pregnant with his child.

She had her baby, daughter Skylar Rose, in December 2018.

Chelsea had three more children: daughter Riley in January 2021, daughter Avery Lynn in February 2022 and son Atlas in October 2023.
