AUGUSTA – A Clinton man who allegedly shot and killed a Fairfield man in Waterville last month was denied bail Monday.

Richard Hatt, 53of Clinton, is accused of murder in shooting death of Stephen Killiam Oct. 15 in the parking lot of Mount Joseph, a nursing and rehabilitation facility at 7 Highwood St. in Waterville. Killiam died after being shot 14 times by Hatt, prosecutors said.

Hatt falsely believed Killam was having a long-term affair with his girlfriend, authorities said.

At a hearing to consider bail for Hatt on Monday at the Capital Judicial Center, Judge Michaela Murphy said there is ample probable cause to indicate that Hatt killed Killiam knowingly or intentionally and that Hatt would pose a substantial safety risk. public if he were released on bail. .

Hatt, testimony indicated, suffered from delusions that Killiam, 47, of Fairfield, was having an affair with a woman Hatt believed was his girlfriend, which Thomas Carey, one of two attorneys assigned to represent Hatt He said it wasn’t true.

Carey argued that Hatt suffers from mental health issues and also has significant health problems and would not pose a risk to society because Hatt’s delusions centered entirely on his belief that Killiam was having an affair with his girlfriend.

Deputy Attorney General Jen Ackerman responded that just because Hatt killed the person he was obsessed with doesn’t mean he doesn’t still pose a risk to others in society, including the woman who was with Killiam in the car when Hatt hit him. shot 14 times.

Hatt has not yet entered a plea. He made his initial court appearance on October 16.

Waterville police officers responded to the scene on October 15 after receiving reports of multiple shots fired. Video provided by a neighborhood resident includes audio of what appears to be numerous gunshots.

Bell said he received a phone call at his home early Tuesday from the school resource officer, who told him that schools were closed and that they were looking for Hatt. Bell, who said he has known Hatt for years, thought the man might go to his sister’s residence on Battle Ridge in Clinton.

That’s where Bell found Hatt, standing with her sister and her husband on their lawn. Hatt surrendered to Bell, who arrested him.

Hatt’s criminal record in Maine includes numerous convictions since 1990, including several counts of felony robbery and larceny, several counts of misdemeanor assault, a misdemeanor count of domestic violence assault, and felony charges of tampering with a witness. , criminal threats and aggravated assault, according to the state Identification Bureau.
