The report recommends that the council consider restricting the use of bicycles and e-bikes in busy pedestrian areas.

It suggests new restrictions could be introduced as part of the Public Safety Protection Orders (PSPO) currently in place in the city.

Professor Cox, who has cycled around the city center for 50 years, argued the council should focus on addressing the specific issue of e-bike couriers.

He said: “Instead of fixing it, they want to ban all cycling. “That will affect people who use bikes as a mobility aid and people like me who are older.”

The city center has been “totally neglected” in terms of cycling infrastructure, Professor Cox said.
