Drunk Portland man kidnapped half-naked, screaming woman, police say

A Portland man allegedly kidnapped and beat a woman, drove against traffic and tried to escape police before being arrested Sunday, court records show.

Quero Carlos Rafael Garcia, 37, has been charged with second-degree kidnapping, fourth-degree assault, attempting to flee a police officer, driving under the influence, reckless endangerment and reckless driving.

Police received several calls Sunday that a man was trying to take a half-naked woman near Interstate 205 and Southeast Powell Boulevard, according to court records. The shirtless woman was screaming and trying to escape as the man dragged her toward his Acura, which had stopped facing the wrong way on the interstate exit ramp, a person who called police said.

When two officers arrived at the scene they heard a woman screaming. They turned on the dome lights, approached the Acura and told the driver to stop. The driver, Garcia, ignored instructions and drove on I-205, southbound in the northbound lanes, according to court records.

When officers finally stopped the car at Southeast 105th Avenue and Stark Street, a woman wearing only underwear got out of the passenger seat and jumped into the back of a police car, according to court records.

The officers drew their weapons and ordered Garcia to get out of the Acura. He had a “dazed” look and fumbled to open the car door, and an officer smelled “an overwhelmingly strong odor of alcohol” when Garcia rolled down the window, according to court records. Officers also said they saw an empty beer bottle under the driver’s pedals.

The victim was “visibly distressed,” difficult to communicate with, and was crying and clinging to officers, according to court records. His lip was cut, his cheek was bruised, his left eye was swollen, and his right bicep was bruised.

In an interview with detectives, the woman, with the help of a Spanish interpreter, said she had moved to Portland about three months earlier after meeting Garcia online. They were at a party that night when Garcia became jealous of another man and they left, the woman told detectives. He hit her in the face and body while she was driving, according to court records. She tried to get out of the car but García grabbed her to prevent her from escaping.

At one point she was able to flee, after García ripped off her shirt. He ran to an Uber car that was stopped behind them and got in. Garcia ran after her, pulled her out and forced her back into her car, he told police, according to court records.

When police interviewed Garcia, he told them she was the one who started fighting. He said he grabbed her arm at one point when she was trying to get out of the car because the car was still moving, and that he pulled her out of someone else’s car because he didn’t know her. She took off her shirt “because she was hot from being drunk,” Garcia told police, according to court records.

Garcia’s next court date is Nov. 5.
